PROPERTY WORTH RM50MIL LOST IN AH LONG-LINKED SCAM, SAYS GROUP - NEW STRAITS TIMES - 20/06/2026

 

KUALA LUMPUR: A consumer group claims that more than 100 people have lost property worth over RM50 million in the past five years to a syndicate involving loan sharks, lawyers and civil servants.

The Malaysian Muslim Consumers Association said the scheme involved the manipulation of property transactions to transfer ownership of victims' assets.

The association's chief Datuk Nadzim Johan said the group had received more than 100 complaints over a modus operandi involving transfers of house ownership titles.

He described the practice as "unbelievable", saying some cooperatives offering gold investment schemes required borrowers to take loans from loan sharks as a condition.

Transactions were sometimes carried out outside office hours, while property values were significantly below market price, he said.

In some cases, borrowers were asked to sign sale and purchase agreements as a formality, with loan proceeds channelled into cooperative accounts.

He cited one case in the capital where a property worth RM4 million was allegedly transferred for less than RM1 million to secure a loan.

The association's chief said some syndicates allegedly used forged documents to profit at the expense of victims.

It said it believed influential individuals were behind the activity, which has been ongoing for more than five years.

"What is worrying is that some complainants do not know what to do. Some have fallen ill from stress after losing their assets," he said.

The group said it would bring the matter to Inspector-General of Police Datuk Seri Khalid Ismail and Attorney-General Tan Sri Mohd Dusuki Mokhtar for further action.

CONSUMERS GROUP CALLS FOR STRONG DATA SECURITY IN SOCIAL MEDIA AGE VERIFICATION ROLLOUT - NEW STRAITS TIMES - 02/06/2026

 

KUALA LUMPUR: The Malaysian Muslim Consumers Association (PPIM) has called for strong data security safeguards to be in place for the government's age verification requirement for social media accounts, which came into force yesterday.

The association said the policy, which mandates identity verification and restricts access for users under 16, was a crucial step towards strengthening digital safety amid rising online scams, cyber threats and exposure to harmful content.

"We also stress the importance of personal data protection in this implementation and hope it is carried out with high security standards.

"PPIM will continue to monitor this closely to ensure user rights are protected," it said in a statement.

PPIM described the policy as a structural move to balance digital access with user protection.

"In the current context of rising cybercrime and digital manipulation, this is a more structured effort to balance technological access and user safety, particularly for youths," it added.

The association also welcomed the introduction of the Child Protection Code (CPC) and Risk Mitigation Code (RMC), saying it would improve accountability among digital platform providers in content moderation and system safety.

It urged social media platforms to comply with the CPC and RMC by speeding up age verification systems and strengthening user protection measures.

PPIM said digital safety required a holistic approach involving education, continuous monitoring and multi-stakeholder cooperation, adding that implementation must be transparent and practical for public benefit.

ACCOUNTANT SAYS FAMILY THREATENED OVER RM1.8MIL DATE TRADING DISPUTE - NEW STRAITS TIMES - 23/05/2026

 

KUALA LUMPUR: Allegations of fraud involving a date trading deal with a Middle Eastern businessman have escalated after an accountant claimed she was threatened and harassed by debt collectors over a dispute involving millions of ringgit.

The victim, who wished to be known only as Anne, 43, said her family home was also disturbed after threatening notes were pasted on the gate, causing emotional distress and fear for their safety.

She said a police report had been lodged at the Bandar Baru Bangi police station over the incident.

Anne alleged that the man, who was also an acquaintance of her husband, had made false claims alleging the existence of a joint date trading venture worth more than RM1.1mil between them.

She said the man had initially expressed interest in seeking her assistance to obtain a visa and collaborate in business dealings.

However, she later realised she had allegedly been used to obtain documents to enable him to remain in the country.

"He took date stock from my company but failed to make payment amounting to more than RM1.8mil," she said, adding that she had also lodged a complaint with the Malaysian Muslim Consumers Association (PPIM).

Meanwhile, Malaysian Muslim Consumers Association (PPIM) working secretary Zharif Johor said preliminary investigations found the debt claim could be baseless and may involve elements of document manipulation.

"There appear to be unclear elements. There is a possibility the threats are baseless and merely intended to extort the complainant.

"There is also a possibility of document manipulation, as the complainant confirmed there was never any debt between the two parties.

"We were informed that the individual named was a customer of a private company who took date stock from the complainant's company but failed to make payment," he said.

As such, PPIM urged the public not to panic or make payments immediately if they receive threats relating to debts without proper verification.

"We advise the public to lodge a police report, verify documents and follow the proper process if they are certain they never took any loan or signed any documents," he said.

THIRD-PARTY ZAKAT COLLECTION UNDER FIRE AS PUBLIC TRUST COMES INTO QUESTION - NEW STRAITS TIMES - 26/04/2026

 

KUALA LUMPUR: Concerns about the alleged misappropriation of zakat (tithe) funds have eroded public confidence in third-party collectors, prompting calls from consumer associations for stricter oversight and clearer verification processes.

Federation of Malaysian Consumers Associations (Fomca) chief operating officer Nur Asyikin Aminudin said the growing number of entities, including non-governmental organisations (NGOs), soliciting zakat contributions has increased confusion among payers.

She said recent issues surrounding fund management have made contributors more cautious, particularly when dealing with intermediaries.

"It's true that there has been an impact on public perception, but not towards official zakat centres.

"It mainly affects NGOs that collect zakat, as people may become more suspicious.

"From a consumer perspective, there is increasing concern about whether zakat contributions are being channelled correctly, especially when payments are made through third parties.

"NGOs can play a role, but they must be verified by zakat authorities.

"Otherwise, it creates confusion and opens the door to potential misuse," she said.

She said many contributors prefer to deal directly with official zakat institutions to avoid uncertainty.

"The safest option is to pay directly to a zakat centre.

"For those who go through other channels, they must first verify that the organisation is registered not just with the Registry of Societies, but also with relevant religious bodies."

To address the issue, she called for stronger monitoring mechanisms.

"There should be internal auditors or regulators from zakat institutions to oversee NGOs or agents involved in tithe collection.

"This ensures accountability and compliance.

"People should be able to access information on how the zakat is distributed. Transparency will help rebuild trust."

Nur Asyikin said authorities must monitor online platforms, adding that many unauthorised or obscure entities might be using digital channels to solicit contributions.

Meanwhile, Kedah Consumers Association president Mohamad Yusrizal Yusoff said appointing third-party agents to collect zakat was unnecessary and risked undermining public confidence in the system.

He disagreed with the practice of outsourcing zakat collection to external parties, arguing that state zakat institutions should handle collections to avoid confusion and potential mismanagement.

"Recently, cases have emerged where state zakat centres appointed agents to collect tithe, but the funds were misappropriated.

"This has reduced confidence among zakat payers.

"Many are worried their money may be misused."

Yusrizal said recent enforcement actions involving large sums of misappropriated funds had shaken trust, making some contributors hesitant to fulfil their obligations through unofficial channels.

He said zakat institutions at the state level can manage collections without relying on third parties.

"Zakat centres should collect directly from payers.

"Even online systems can be managed internally without involving third parties," he said.

Muslim Consumers Association of Malaysia president Datuk Nadzim Johan said the incident highlighted the need for clearer governance and standard operating procedures (SOPs) in zakat management.

He said a lack of clear guidelines and oversight could lead to suspicion and reputational harm, even for parties not directly involved.

"We need clear SOPs and acceptable methods that do not raise doubts.

"When issues reach enforcement agencies or the courts, it creates unease and affects public confidence."

ELDERLY MAN FEARS IDENTITY MISUSE AFTER 18 PHONE LINES REGISTERED IN HIS NAME - NEW STRAITS TIMES - 24/04/2026


KUALA LUMPUR: An elderly man was left deeply disturbed after discovering that 18 telephone lines had been registered under his name without his knowledge.

Suhaimi Shuib, 68, said he uncovered the matter when he visited a mobile phone shop at a shopping complex in the capital last December to purchase a new device.

"I only intended to buy a phone, but was shocked to find that 18 lines had been registered under my name. I have no idea how this happened," he said at a press conference held by the Persatuan Pengguna Islam Malaysia (PPIM) here yesterday.

Following the discovery, Suhaimi sought PPIM's assistance to resolve the issue.

Meanwhile, telecommunications agent Datuk Seri Jason Wong, who was also present at the press conference, said that in the past, people with clean records were able to register multiple SIM cards without restriction.

He added that stricter standard operating procedures (SOPs) had since been introduced, limiting registrations to a maximum of two lines per person.

PPIM has alleged that certain telecommunications companies exploit consumers through hidden charges and weaknesses in line registration systems.

In a related development, PPIM chief activist Datuk Nadzim Johan said such practices were unethical, as they deceived consumers for excessive profit, including through dropped calls.

"We are still facing the issue of dropped calls that are nonetheless charged, in addition to unsatisfactory line quality despite being marketed as 5G technology. This is clearly a form of consumer exploitation and must be addressed immediately," he said.

VEGETABLE PRICES SET TO RISE AS PRODUCTION COSTS SOAR, SAY FARMERS ASSOCIATION - NEW STRAITS TIMES - 23/03/2026

 

KUALA LUMPUR: Vegetable prices are expected to rise gradually in the near future following a spike in production costs.

Cameron Highlands Malay Farmers Association chairman Datuk Syed Abd Rahman Syed Abd Rashid said the price hike is anticipated within the next week or two.

"Prices may surge by up to 50 per cent for a short period before potentially stabilising at a 30 per cent increase," he said when contacted today.

He noted that while production costs have risen rapidly, retail prices have yet to see a significant adjustment.

Syed Abd Rahman attributed the rising costs to the higher price of fertilisers and diesel, which are essential for operating machinery, generators, and logistics.

Meanwhile, Malaysia Muslim Consumers Association (PPIM) chief activist Nadzim Johan advised consumers to practice prudent spending in response to the looming price hikes.

He encouraged the public to start small-scale gardening at home, such as using hydroponic techniques for vegetables like spinach, water spinach, and mustard greens, to offset household expenses.

"Consumers have the power to influence prices. By making informed choices and comparing prices, traders will have no choice but to lower them," he said.

Nadzim also suggested that schools utilise their grounds for hydroponic projects.

"Besides sharing the harvest with students, schools can sell the produce to generate income. Such programmes can also foster interest in science and biology among students," he added.

He said clubs and associations could also adopt similar small-scale hydroponic projects to meet the needs of their members.

Recent reports have warned of rising prices for basic goods due to increased fuel costs following the ongoing crisis in the Middle East.

ECONOMISTS: BUDI95 PROGRAMME AN EFFECTIVE, PRACTICAL APPROACH TO HELP NETIZENS, CURB LEAKAGES - NEW STRAITS TIMES - 28/09/2025

 

KUALA LUMPUR: The implementation of targeted subsidies under the Budi Madani RON95 (BUDI95) programme has been described as an effective government measure to ensure continued public assistance while curbing leakages and strengthening the nation's fiscal position.

Universiti Kebangsaan Malaysia (UKM) Associate Professor of Entrepreneurship Dr Abdul Rahman Jaaffar said that although every subsidy scheme carries the risk of abuse, the government had opted for the most practical approach by prioritising public convenience.

"In terms of household income, various issues will arise, including disposable household income. The verification process during purchases also deserves attention," he told Berita Harian.

"However, when viewed in its entirety, targeted subsidies remain the best option for the people and the country," Abdul Rahman added.

He said one of the main challenges is the risk of foreigners misusing MyKad to obtain subsidised petrol, in addition to rampant smuggling activities in border areas.

He said these issues must be urgently addressed through stricter enforcement measures.

"This step is expected to reduce petrol smuggling that has been rampant along the borders. The savings are estimated at between RM5 billion and RM7 billion annually, which would contribute to fiscal recovery," he said.

He also suggested that the Domestic Trade and Cost of Living Ministry (KPDN) and enforcement agencies step up patrols and monitoring to ensure the scheme's effectiveness.

Meanwhile, the Petroleum Dealers Association of Malaysia (PDAM) expects BUDI95 to receive an overwhelming response, with up to six million users projected to refuel within the first week of its implementation, compared with the usual daily average of three to four million users.

Its president, Datuk Khairul Annuar Abdul Aziz, said the figure was based on initial observations of public reception, which reflected strong confidence in the government initiative.

"As preparation, petrol station operators are advised to hire more part-time workers to ease congestion during the early weeks of the rollout," he said.

"On Sept 27, a trial run was conducted for police and military personnel, who enjoyed the subsidised rate three days earlier, using the new verification system integrated into existing pumps," Khairul added.

He also reminded operators and staff to provide accurate information to consumers and stressed that inquiries on eligibility and subsidy limits should be directed to the BUDI95 helpline at 1-300-88-9595, not to the stations.

The Malaysian Muslim Consumers Association (PPIM) also welcomed the implementation of Budi95 but urged the government to act firmly against recurring leakages of subsidised petrol at the borders.

Its chief activist Datuk Nadzim Johan said the public should not remain silent but instead serve as the "eyes and ears" of the authorities by reporting smuggling activities.

"Smugglers exploit the price differences between Malaysia and neighbouring countries to reap huge profits. This not only causes losses to the nation but also disrupts supply for eligible consumers," he said.

"When the market price is no longer broadly subsidised, the price gap will narrow and smuggling will no longer be profitable. This weakens the black market," Nadzim added.

PPIM is confident that with cooperation from all parties, subsidies can be channelled directly to those in need while creating a fairer and more sustainable fuel market.

Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid, however, reminded that leakages remain a risk if monitoring is not enhanced.

"If wastage occurs, the government will still have to spend while the aid does not reach the target group," he said.

"This will restrict the government's ability to deliver effective assistance as resources are limited," Mohd Afzanizam added.

Since the BUDI95 portal was launched on Sept 25, more than 8.1 million users have checked their eligibility for the RON95 subsidy.

2,000 ATTEND 'MALAYSIA BANGKIT UNTUK GAZA' RALLY AT DATARAN MERDEKA - NEW STRAITS TIMES - 09/08/2025

 

KUALA LUMPUR: Despite heavy rain, about 2,000 people gathered at Dataran Merdeka here today for the "Malaysia Bangkit Untuk Gaza (H4G)" rally, demonstrating strong Malaysian solidarity with the Palestinian cause.

The rally, which began at 4pm, brought together various segments of society and included participants from 20 non-governmental organisations (NGOs) from across the country.

A Harian Metro observation found that attendees started marching towards Dataran Merdeka from nearby areas, such as Masjid Jamek, Masjid Negara, and city-centre shopping malls, from 5pm. They carried Palestinian flags and banners condemning Zionist aggression.

Among those who attended were Malaysian Muslim Consumers Association (PPIM) chief activist, Datuk Nadzim Johan; politician Chua Tian Chang; and Terengganu Menteri Besar's Office special officer for non-Islamic affairs, Dr Balachandran Gopal Krishnan.

Police kept a close watch on the peaceful assembly, closing major roads leading to Dataran Merdeka to ensure the event's smooth and safe progression.

The event featured nasyid performances, poetry, and a flash mob in the opening session. Other segments included speeches and performances by young people, followed by Maghrib prayers, Solat Hajat, and special prayers (munajat), as well as a forum on Gaza.

A special screening on the suffering of the people in Gaza was also held before speeches by political figures, NGOs, and international representatives, concluding with the reading of the Malaysia For Palestine Declaration.

Yesterday, Harian Metro reported that police expected 5,000 people to attend the rally at Dataran Merdeka. The Dang Wangi District Police Chief, Assistant Commissioner Sulizmie Affendy Sulaiman, said attendees from NGOs, universities, and the public would gather at three main locations, Masjid Negara, Masjid Jamek Sultan Abdul Samad, and Sogo, before moving to Dataran Merdeka.

According to international media reports, Israel has closed all crossings into the Gaza Strip since March 2, 2025, blocking the entry of most food and medical aid and causing widespread famine.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) warned that malnutrition rates among children under five have doubled between March and June due to the ongoing blockade.

FEMALE DEBTORS BEING FORCED INTO PROSTITUTION TO PAY OFF DEBTS, SAYS ASSOCIATION - NEW STRAITS TIMES - 24/07/2025

 

KUALA LUMPUR: Female debtors of loan shark are being forced into prostitution and other criminal activities to pay off their debts, the Malaysian Muslim Consumers Association (PPIM) said.

Its executive secretary, Zharif Johor, said the association has received complaints from victims who were pressured into sacrificing their dignity due to threats and mounting pressure.

"Victims are being forced into prostitution as the amount owed to loan sharks keep escalating due to exorbitant interest rates.

"The victims remain trapped in the cycle of debt with no way out.

"They are threatened and traumatised," Zharif said in a statement, adding more and more women are falling victims to loan sharks.

He urged the public to avoid getting involved in any form of debt, especially with loan sharks.

Zharif highlighted a case of a woman in her 20s who was persuaded by her boyfriend to borrow money from a loan shark, allegedly for a business venture.

However, when the boyfriend received the money, he fled, leaving his girlfriend with the burden of settling the RM20,000 loan.

The woman held two jobs but eventually turned to prostitution when she could not earn enough to settle the loan.

"My boyfriend fed me with empty promises. He disappeared after getting the money, leaving me to shoulder the entire debt.

"I worked as a sales assistant in the day and at night, I became a hostess at an entertainment centre. Even then, the money was still not enough," she said.

She then turned to online "sponsors", allegedly offering dinner companionship but in reality, was prostitution.

"I was paid between RM800 and RM1,000 for one night.

"Out of desperation, I just let it happen," she said.

Zharif urged the public not to get themselves trapped in debt, especially involving loan sharks.

"It is extremely difficult to get out of this web," he added.

KUALA LUMPUR: What was supposed to be the most cherished moment in life turned into a nightmare for a businesswoman when she learned that she was not only a victim of a marriage syndicate, but her marriage to her "Datuk Seri" husband was also a sham.

The woman known only as Nor, who is in her 40s with one child, now finds herself at a loss over her future after getting married in a "village ceremony" in the northern region of the country.

Nor recounted how she met her husband during a business transaction in 2019.

"I thought my wedding would be like anyone else's. Although I was to be the second wife, I imagined there would be a proper ceremony. But there wasn't.

"The solemnisation was conducted at a village house without any celebration. When I questioned my husband, he assured me it was normal.

"My family and I were only served banana fritters, and the marriage official informed us that the marriage documents would be provided later," she said, adding that she had since lodged a report over the incident.

Nor said the happiness she hoped for never materialised, and she received financial support from her husband, who is also a politician, twice only before being dumped in 2021.

Distraught over her future and her child's welfare, she decided to take the matter to court.

It was only then she discovered in shock that her marriage certificate was invalid.

"My heart shattered upon realising I'd been deceived. Checks with the Religious Department in the northern region confirmed that the document was fake.

"My case is now in limbo. No action has been taken against my former husband. He should be held accountable, but instead, I'm left to bear the burden," she said, adding that she also filed a complaint with the Malaysian Muslim Consumers Association (PPIM).

Nor said after consulting officers at the religious office, she was advised to obtain a marriage verification from the court. Unfortunately, the marriage official and witnesses could not be traced.

"I was informed that the 'kadi' and 'witnesses' listed on the marriage certificate had no records with the religious office. That's why I've sought PPIM's assistance to highlight this issue," she said.

JAKIM MUST EXPLAIN HALAL CERTIFICATION ISSUE, SAYS PPIM - NEW STRAITS TIMES - 11/09/2024

 

KUALA LUMPUR: The Malaysian Islamic Development Department (Jakim) should explain the halal certification issue to avoid misunderstandings.

Malaysian Muslim Consumers Association (PPIM) lead activist Datuk Nadzim Johan said halal certification went beyond ingredients and included cleanliness among others.

Nadzim said some people did not understand the issue, this could lead to misinformation and this could anger the people.

"Jakim must explain the matter in detail so everyone is aware," he told a press conference.

"Jakim can also invite certain parties to explain the issue to them and I am sure they will be able to accept it."

Nadzim's remarks come amid a probe into Seputeh member of Parliament Teresa Kok over her comments on halal certification.

Kok has come under fire for her remarks on a proposal by Minister in the Prime Minister's Department (Religious Affairs), Datuk Dr Mohd Na'im Mokhtar for all food establishments that do not serve pork or alcohol to obtain halal certification.

She has clarified that she had never opposed the halal certification and only asked for the proposal to be studied as it could be difficult for small restaurants to comply with.

Nadzim said PPIM also received complaints about Kok's statement but said the problem could have been avoided if she was informed on the matter and used the appropriate channels to raise her concerns.

KUALA LUMPUR: The Malaysian Muslim Consumers Association (PPIM) wants an explanation from the Islamic Development Department (Jakim) on how companies are given halal certification.

PPIM chief activist Datuk Nadzim Johan said Alagappa Flour Mills Sdn Bhd received its halal certification again very soon after it was revoked.

"We have received complaints from some disappointed people.

"They asked why the company received express service.

"This doesn't inspire trust. The halal certification process is respected all over the world."

Nadzim urged Jakim director Datuk Hakimah Mohd Yusoff to look into the matter.

He questioned whether Jakim was still part of the Halal Certification Advisory Committee.

It was reported that the halal certification for Alagappa was revoked due to the company's non-compliance with the Halal Certification Procedure Manual (Domestic) 2020.

Jakim's Halal Management Division said products manufactured before March 12 were not affected by the decision.

It said the lack of halal certification did not mean a product was haram.

It underscored the importance of adhering to halal certification procedures to ensure compliance with halal standards and regulations.

In a clarification posted on Facebook, Alagappa said the issue did not involve the use of contaminated raw materials or hygiene.

The company said the halal certification was revoked due to non-critical technical errors and constraints in meeting compliance deadlines due to workforce limitations.

PPIM TELLS BANKS TO BE MORE PROACTIVE, ADDRESS BORROWERS DROWNING IN DEBT - NEW STRAITS TIMES - 11/03/2024

 

KUALA LUMPUR: Banks must play a more proactive role in curbing the plight of borrowers drowning in overdue debts and those blacklisted, said the Malaysian Muslim Consumers Association (PPIM).

In a statement, its chief activist Nadzim Johan said banking institutions prioritise "profit over people" and lack the responsibility in addressing debt management.

Over 10,000 individuals, predominantly aged 25 to 35, were driven to bankruptcy in 2023 due to various factors including personal loans, vehicle leasing, and business debts, he said.

He said the Credit Managament and Counselling Agency must also recognise that it imposes exorbitant management costs, "exacerbating the financial woes of struggling borrowers".

"Enough is enough! Banks must wake up to the reality that countless borrowers are sinking under the weight of their debts, yet they continue to ignore their cries for help," said Nadzim.

He called for a radical overhaul of banking practices, proposing that banks offer conditional opportunities for restructuring overdue loans.

This, he said, can be offered to borrowers who still hold steady employment and are capable of making repayments.

"The days of heartless banking practices are over. It's time for banks to show compassion and empathy towards borrowers who are trapped in a vicious cycle of debt," said Nadzim.

CONSIDER ACCOUNT MULES FOR HOUSE ARREST, GOVT TOLD - NEW STRAITS TIMES - 09/03/2024

 

KUALA LUMPUR: The government should consider imposing home detention under the Licensed Release of Prisoners (PBSL) on "account mules", said the Malaysian Muslim Consumers Association (PPIM). 

Its chief activist Nadzim Johan, in welcoming the move to introduce PBSL, said the affected detainees would be able to continue working and hence, help maintain productivity as they were able to generate income from home. 

"It was understood that home detention would be implemented on inmates serving jail terms of four years and below through PBSL. 

"Placing them under house arrest would also help ease the burden on the government," he said in a statement. 

PPIM believed that "second chance" offered by the programme would benefit individuals with chronic diseases, senior citizens, disabled people and pregnant women, he said. 

Meanwhile, those who were found violating the home detention should be given more severe punishment, he said. 

It was reported that the government has in principle agreed to implement the PBSL that allows prisoners serving jail time of four years and below to be subject to home detention as an effort to reduce overcrowding in prisons. 

The Home Ministry is currently in the process of examining the implementation method from the point of view of relevant legal provisions, to determine whether or not the existing laws and regulations need to be reviewed.

ROGUES and rice should not mix, but they do in this land of the staple. To be sure, rice is not a commodity under distress, but it is blanketed in uncertainty.

Rogues, aka food frauds, either as individuals or as a company, see this as an opportunity to make easy money. On Friday, enforcement officers from the Padi and Rice Regulatory Division, exposed one such corporate misbehaviour in a raid on a rice mill in Shah Alam, Selangor.

The company, the division alleges, buys or smuggles broken rice meant for animal feed and repackages it with local rice for sale at a higher price. In the raid, the regulators seized 410 sacks of rice, each weighing 50kg.

None of the sacks, weighing in at 22,500kg, came with a label, a legal requirement. That was what was seized, but how many sacks got away before the raid is anybody's guess. Imagine passing off animal feed for imported rice.

Despicable corporate impropriety, we say. And unforgivable, too. The authorities must be unforgiving. There should be no place for such corporate wrongdoing in this country. 

But Malaysia has two problems when it comes to ending such illegal business practices. One is legislation that is known more for its bark than its bite. Take the company under investigation. Regulators tell us if the company is found guilty, it will be fined up to RM25,000 for the first offence under the Padi and Rice Control Act 1994. Note the "up to", which means it could be way less. That is lame.

It is so lame, the company will live to do it over and over again. Up to RM25,000 for passing off animal feed as rice? Little wonder such roguery never goes away. 

A non-governmental organisation, the Malaysian Muslim Consumers Association, even lamented about such despicable corporate behaviour going on for at least about a decade. The punishment must match the crime. Try imprisonment of directors and senior management of the company.

Try, too, deregistering the company. Even company-friendly Japan has been forced to pass such laws, not because of rising rice roguery, but food fraud generally. Harsh prison sentences and stiff fines will certainly do a better job than "up to RM25,000" of the Padi and Rice Control Act 1994.  

Lax enforcement, our second point, is another breeder of rogue companies. The frequent lament by enforcement agencies is that there just isn't enough manpower. Happily, there are more civil servants than there are rogue companies.

Only that more of them should be in enforcement units rather than opting to be pen-pushers in the office. Distribution of manpower must be a solution, not a problem. We understand that more sophisticated technology and manpower for enforcement agencies means more money out of the government coffers, something  that Putrajaya can ill afford. But the Public Services Department can do more with what the civil service has, without spending a ringgit more.

Skew the distribution of manpower a little more towards enforcement agencies, we suggest. But lack of manpower shouldn't be an excuse for making occasional raids, especially when the problem of falsely labelling rice has been going on for nearly a decade. Unsuspecting consumers deserve more from their regulators and lawmakers.

KUALA LUMPUR: A company had been exposed for purchasing and smuggling broken rice (temutuk) for animal feed from abroad to be repacked with local rice.

The company's modus operandi was detected in a raid at a rice mill near U5, Shah Alam which was conducted by the Padi and Rice Regulatory Division, yesterday.

The division's director-general Datuk Azman Mahmood said during the 1.10pm raid, the division also seized 410 sacks of rice, each weighing 50 kilogrammes (kg) with a total weight of 22,500 kg.

"The raid was carried out based on information and complaints lodged by the public on illegal rice. The modus operandi involves purchases from wholesalers particularly rice for animal feed and the inspection revealed that each sack contains no label on it.

"However, we have yet to determine which country the smuggling of broken rice was purchased from, (and) there is a possibility that it is from Vietnam or Thailand.

"Investigations on the matter is underway and preliminary investigation revealed that the rice will be resold to wholesalers at a specific price.

"It will then depend on the wholesalers to mix it (the broken rice) into local white rice or to sell it to the noodle industries," he said.

Azman added that the investigation also found that the involved party had taken advantage of the increase in imported rice prices by mixing it with the broken rice.

As a result of the mixture of rice, he said that the rice had also been sold at higher prices and marketed as premium rice, Basmathi rice as well as other imported rice at the current market price.

"They were found to have mixed the rice more than the allowed percentage, which is five per cent.

"Hence, we will continue to have comprehensive inspections to ensure that consumers do not receive poor-quality rice."

Also seized during the inspection were related documents, namely an original wholesale rice license, a purchase invoice for rice, a proforma invoice for rice and a copy of the Companies Commission of Malaysia form.

He also said that confiscated rice was stored at the Padiberas Nasional Bhd (Bernas) warehouse in Port Klang, while confiscated documents were taken to the division's headquarters in Putrajaya for further investigation.

"There will be further follow-up raids related to this case based on the information obtained.

"The company in question is currently under investigation for suspected violations under Regulation 9(4) of the Control of Padi and Rice (Licensing of Wholesalers And Retailers) Regulations 1996. P.U (A) 624.

"(And) if found guilty under Section 22(2) of the Control of Padi and Rice Act 1994 (No. 522), they can be fined up to RM25,000 for the first offence," he said.

He also reminded that any wholesale license holder involved in rice packaging must display a label or tag indicating the grade, weight, price, name, license number, and percentage of broken rice content on the rice packaging or container.

Meanwhile, Malaysian Muslim Consumers Association (PPIM) chief activist Datuk Nadzim Johan said the control at the country's main entry points needs to be tightened to ensure that the smuggling of broken rice to be mixed with local rice does not easily pass through.

Failure to do so will only result in price manipulation of the commodity while consumers do not get the quality they deserve, he said.

He also said that such issue of mixing low-quality rice with local white rice is not new and has been reported in the media.

He said it is time for issues of 'escaped' products at the main entry points to be addressed properly through integrated methods between agencies.

"We do not know how long this activity has been going on and how much profit they have made by deceiving consumers.

"I remember that Harian Metro also reported on mixed rice about 10 years ago, and it seems that such things are still happening.

"We hope that the authorities will open their eyes and eradicate the issue until this irresponsible activity is fully exposed," he said.

"We want to express our concerns about issues related to fraud occurring in the insurance sector and aim to address this matter.

"Among the complaints we have received are challenging insurance claims and instances involving lawyers deceiving to make claims, leaving users ultimately lost and unsure of what to do.

"So, for the first time, by launching this platform, users have the opportunity to interact with experts in the field where they are constantly deceived, which is insurance," he said during a press conference.

He emphasised that the platform is not a profit centre; its sole purpose is to assist individuals in need of any type of insurance guidance.

"We are establishing a helpdesk to address any issues related to insurance, covering a range from motorcycle insurance to airplane insurance, including life insurance and others.

"If you have any questions or concerns, feel free to call us, and we will guide the type of insurance to purchase and where to buy it. Our goal is to assist you in every way possible," he added.

Nadzim said that this initiative can potentially save users up to RM1.2 billion.

"There is a 10 per cent discount if you explore the platform, and it's not something we receive or give.

This discount has a commission that we do not take, thus saving users money.

"We hope that this initiative can help those who wish to inquire or express dissatisfaction. They can call to obtain more information about insurance issues," he said.

PPIM CALLS ON MOH TO REVISE HEALTH WHITE PAPER; BE TRANSPARENT ON VACCINE STATISTICS (NSTTV) - NEW STRAITS TIMES - 28/12/2023

 

KUALA LUMPUR: Demanding transparency, the Malaysian Muslim Consumers Association (PPIM) insisted that the Health Ministry (MOH) revisit its White Paper and disclose accurate statistics involving vaccines.

Chief Activist Datuk Nadzim Johan said the current White Paper does not address ways to control transborder infectious disease while preventing the public from questioning the government's mechanism in handling the pandemic.

"Numerous cases have indicated the alleged side effects of the Covid-19 vaccine.

"It is time for MoH to be more transparent by disclosing the actual figures and facts related to those experiencing these side effects," he said during a press conference today.

Nadzim also called upon the government to be transparent about procuring the Covid-19 vaccine and Paxlovid.

"This is a matter of lives; reveal the details, and do not let that be another corruption fraud like the 1Malaysia Development Berhad scandal," he said.

In this regard, PPIM and several paramedic non-governmental organisations (NGOs) alliances urged MoH to formulate a national health policy focused on more effective disease control.

"A preventive strategy, rather than treatment, should have been the primary focus of the National Health Policy. The government must be more pragmatic in reshaping the National Health Policy," he said.

Commenting on another issue, Nadzim said the announcement by the newly appointed Health Minister Datuk Seri Dr Dzulkefly Ahmad, urging the public to receive booster shots and maintain mask-wearing practices, has caused widespread anxiety.

"We have been through the crucial period, and at a stage where we are now living with the virus, treating that as a flu.

"The unexpected proposal from the Health Minister has needlessly stirred anxiety among the public," he said.

Also present, Dr Kenny Yong Yean Sirn raised concerns about the potential overdose of antibodies.

"The ministry should be conducting a comprehensive study on the issue, especially on what are the side effects for those with comorbidities and cancer patients," he said.

Medical consultant Dr Mustafa Ali Mohd said the ministry should consider getting input from other medical experts aside from just blindly following whatever the World Health Organisation (WHO) advises.

"All we want is just the nation to be built with strength and endure this adversity with a strategic mechanism," he said.
